Make me a turtle Mommy

At the park today, Parker came over from where he was playing in the sand and said, "Make me a turtle mommy"

I was obviously a bit confused. He repeated himself several times and then sort of gave up and went back to where he was playing. When I saw that he was playing with some man and his son, I thought I'd better go over to ensure he wasn't being a bully or anything. When I arrived, here is what I saw. I guess it explains the turtle comment.
